The situation at Togiak

State fishery managers report herring harvesters at Togiak have taken 10,361 tons so far, or about a third of the monster preseason quota of 30,056 tons.

please research marine biology, focus on reproduction of fish in general, it might clear a few things up for you.

I don't need clarity especially since the product is being sold to a foreign country who is making money for a few off of our natural resurces while placing those sea mammals on the Endangered List because humans are destroying their food source.
