Juneau restaurant owners to pay $18,000 penalty

The case concerns illegal purchases of subsistence-caught halibut, says this press release from the NOAA Office of Law Enforcement.

So why was the person selling the subsistance halibut not also convicted. Seems to me they are even more guilty than the the people buying it.

was this illegal intrapment?why didn't they name the person who sold the halibut?isn't that who you should be after the people who catch the fish in the first place!i see ice chests full of halibut filets going through our airports here in southeast,i wonder if all those sport charter caught fillets are legally caught? and while we're on the topic why do we allow the canaidians to cross the border with special permits to take halibut home?don't they have there own eh?
