This press release issued last week from Rep. Mary Peltola's office is perhaps a bit clearer:

I don't see the sablefish bailout listed here!
I am beginning to wonder if the Biden-Harris administration really doesn't want to give the money out. Maybe they want it spent someplace else. Everything is such a secret. Even our delegation doesn't say much. I thought we were told by fishing groups that Peltola was the best for fishermen, she says nothing at all about it. The way she acts, it's like she knows some bad secret. I hope I am wrong. Mike Svenson
