Witherell leaves a legacy of failure. The complete collapse of the Bering Sea crab fisheries, a halibut fishery on the brink of shut down, and public outrage at the Council. He could not have done a worse job.
And you leave a legacy of not understanding basic management jurisdiction and roles. Dave is the ED of the Council, not a policy maker. The state manages the crab resource and the IPHC manages the halibut resource. And uninformed commenters like you undermine all three.
