Personnel file

The governor has appointed Carol Petraborg to the Commercial Fisheries Entry Commission.

Petraborg currently is administrative services director for the Alaska Department of Fish and Game. Here's her bio.

Competition for this CFEC appointment was stiff, according to this media report.

    At ADFG she was a supervisor of licensing (super important at CFEC), and a supervisor of computer services (CFEC needs that too), plus 12 years in the business of fish and a pile of other practical life experience.

  2. Welcome. But she has her work cut out for her.

    What will help her are two separate audits. They each make it clear where the mess is. e.g. the principal finding in the Leg Audit says:

    "The Commercial Fisheries Entry Commission's organizational structure is no longer operationally efficient or effective.

    Deficiencies are based on three key issues:
    - commissioner's adjudicative workloads no longer support full-time positions;
    - commissioner's ineffective management of day-to-day operations;
    - a legacy licensing system which contributes to inefficient work flow."

  7. I did my salmon and halibut cards online today. It takes five minutes and they are sent straight to the house. I've never had any issue with CFEC. I don't see what the problem everyone is always complaining about?

  8. The CFEC online licensing system was described in both audits as a fraud. Read the audits.

    After you fill out your "online license" and push GO a clerk at the office has to walk over to pull it off a printer and then reenter it all over again on data screens that haven't been updated since the early 1980s. What a joke. The CFEC version of online license.

    But let's be real, there is effciency here. It might not be at CFEC which still uses a duct tape bs procedure, but it did after all save you a 50cent stamp.

  11. She told the Gov he was an idiot for spending money on bureaucrats who do nothing at the expense of programs that benefit fishermen.

    He didn’t like that. Even if he knows it’s true.

  12. You know nothing about this, 7:17 PM. If anyone is truly interested in how the CFEC online renewal application evolved, start with the former Licensing supervisor who personally rejected and resisted direct data input. Im told by those who would know, that person is wholly responsible for any and all failed attempts at modernization regarding licening upgrades. She was terrified of modernization, change, potential employee declines and loss of control.

    who the heck was the boss of the modernization?
    Where were the commissioners?
    If it made sense why didn't they make it happen? does the license staff supervise the place?

    Lack of leadership.

    or maybe the "modernization" never really happened. It is just a excuse. Our group read the audits. 14 years after the "moderization" happened the "modern" license system still doesn't exist. Even tho 2 commissioners 4 years ago said it was "only some input screens" from being finished. Fraud. But at least those guys are gone. Dale Kelley will kick butt and poof there will be a license system. Or some computer programmers fired. Or both.

    We wish we worked there, Mr. ex-commissioner!. But if we did work there it would be a commissioner who does zero adjudications or a programmer who tinkers with a license system from 1980s' (but has been trying to improve for 14 years) and plays minecraft all day!

    Maybe you read (but tried to forget) this Mr. ex-commissioner:

    "When the licensing project leader was promoted in 2007 she requested that the licensing system be redone with no result."

    "The licensing system is archaic. It is an inhouse application written in 1982 and still in use today"

    "The Oracle based rewrite/upgrade of the licensing system never occurred."

    "Unfortunately the web based permit and license renewal, while increasingly popular with fishers is really nothing but a data capture screen. The licensing staff must re-key every data field into the licensing system"

    "two projects, the licensing system upgrade and the archival of agency documents have not been prioritized or properly managed."

    "the licensing system outdated programming language and lack of effective user interface causes CFEC's licensing process to require more resources than would be necessary using an updated system."

    "CFEC has been working toward upgrading the licensing system for several years. However, the project has not been prioritized or completed. In general because leadership has not recognized the work flow efficiencies and cost savings the new system would provide."

  18. This struggle between former and current CFEC employees is so stupid. I propose a WWF style cage match where they are all in the ring. Last one who is conscious wins. Walker could be the ref. Afterwards maybe we can address real state concerns instead of an insignificant 30 employee agency.

  19. Late to the party as usual, but I do have an opinion. I am not a state employee, but heavily rely on data from the CFEC organization, in particular their online permit database. I literally could not do my job without it. Over the years, I've spoken to several staff members and NEVER had a bad experience. I was aware of some internal issues, but didn't realize it was this big of a deal. Please keep the CFEC unit intact and don't get rid of my searching capabilities.

  20. Things will get better. The two commissioners were shit canned. One was told to take a hike in October the other had to be locked out of the office when he was not reappointed but kept hanging around anyway (he asked to be reappointed but the gov said are you kidding? so they kicked his azz to the curb where he still sits)

    What needs to happen is listed in the audit. Read the quote up this email chain and it spells it out. An ancient stupid data set. No real online system. License staff working with tools from when Regan was president. People who dont show up for work.
