Murkowski thanks the commerce secretary

U.S. Sen. Lisa Murkowski, R-Alaska, yesterday posted the following on Facebook:

I'm hearing from halibut and sablefish IFQ fishermen that their permits are beginning to be processed. Thank you, Secretary Lutnick, for working with me to help get Alaskans on the water in time for the opener.

False. As of March 14, no Alaska IFQ permits have been issued.

Deckboss asked Jennifer Angelo, public affairs officer for the National Marine Fisheries Service in Alaska, for a status update regarding halibut and sablefish permits and individual fishing quota. Here's her reply:

"We anticipate issuing the IFQ and permits before the fishery opens on Thursday."

This is a prime example of unnecessary buoyancy that can be done away with. NOAA and NMFS along with their minions are adding zero value to the black cod and halibut fishery. Lest anyone forget this last-minute permit stunt has been the new normal over last number of years. Disrespectful and unnecessary. I was fishing before the 200-mile limit and these agencies were created. They've done a terrible job managing fisheries. They've just made the same fishing jobs more complicated. And less profitable. Parasites.

March 18, coming up on 6 days since Murkowski was patting herself on the back. No permits issued. What little integrity she had is gone….

IFQ permits still have not been issued!

As a result, fishermen are waiting for transfers, which cannot happen until permits are issued, making it impossible for them to go fishing on opening day. Every year, NOAA has a delay in issuing permits just before opening, leading to a backlog in transfer processing that can take several weeks to resolve. To avoid this issue, NOAA should start the permit issuance process in December. Furthermore, it's concerning that RAM doesn't process transfers for 3 months, exacerbating the problem.

Your gripe with the delay is valid, but the delay has nothing to do with NOAA.

The delay occurs in Washington, D.C., where the IPHC regs have to be processed because they are an international affair. If you want to complain to someone, write to Marco Rubio.

After the IPHC regs are finally processed and NOAA is notified, it takes NOAA literally one day (and sometimes a day and a half) to calculate the IFQs and issue the permits into the accounts of fishermen.
