Feds are a danger to every fishery they oversee, if you/your group doesn't have a couple of lobbyists in DC prepare to get steamrolled by whatever interested party does.
Some day, there will a book written about this bass-akward attempt to get more fish to a single user group; the book will be titled: “Fishery Management by Suicide Bomb: How a Small Group of Aged, Dissatisfied Gillnetters Blew Up the Salmon Fisheries in Cook Inlet”
