Millions to spare

Coastal Villages Region Fund is having a fine year, with revenue from its Bering Sea fishing operations projected to reach almost $100 million.

That's better than expected, so the Anchorage-based company plans to break off a $2 million bonus for its 20 member villages in Western Alaska.

The money will go to village governing bodies, mainly tribal councils.

Each village can use its share of the $2 million for purposes such as supplying the needy with heating oil, providing services to elders, paying for public safety, or repairing and marking trails, Coastal says.

You might already know that Coastal is the biggest of Alaska's six Community Development Quota companies in terms of revenue.

But nevermind that!

Coastal now reckons it is "the largest Alaskan-owned seafood company in history."

I am betting that it would have been more for the villages if the CDQ fish allocations were based on population. These villages are facing challenging times and they need jobs. I support CVRF's push for fair allocations based on people because CVRF is the only one taking charge with their own pollock, crab, and cod boats while the rest sit back and relax while others do the work for them (the others being from Seattle and beyond). CVRF is providing jobs to many of their residents and Alaskans.

Bravo to CVRF for putting money into their villages. You will put more in once you get the allocations fixed.

Fix the CDQ allocations now so that all residents get an equal share of fish.

Less than 2 percent, that's a big "wow"

Lets all unleash our collective hate on these Yupiks! How dare they become successful! If they succeed, they will move their assets north to Alaska!

Like U-Pick, those King Salmon runs to destroy at Mountain Village?

Oh yes the CDQ, 2% from the 501(C)4.

2 million, as adjusted to their CEO Comp Plan?

Love that Kusko King Run too, like the Big Yukon where CDQ, don't mean a thing for those UP River NON MEMBERS!

Good job, CVRF, but are they spreading that to their 20 villages based on population?

Here's an idea, if it's not good enough where you're at, move. People have been doing it forever. Not a new concept. Why do you think somebody can't tell the difference between a different villager or a Korean? Seen it many times. We've all come from somewhere else.

Lol... They have a Facebook. Hilarious! Great company.

Yup, you got one there on Facebook. BBEDC has one for a scholarship meeting at UAA. Other than that, squat for the other groups.

2% isn't a lot but they sure would have given more if allocations were based on population. Guess them APICDA boys and CBSFA people are greedy.

Just checking out Deckboss blog and come across one of the years most ignorant, out of date, uneducated comments from Anonymous @ 12:28 pm today. Really? You're going to attempt to make some pathetic point between Deckboss' "Millions to spare" blog and telling the difference between a villager and Korean??? Sounds like the makings of a bad joke. What F###-in year and planet are you from? BTW, I really need to thank you for pointing out that "we all came from somewhere else". Thank god...I was beginning to believe we came from nowhere and not sure how I was going to deal with that. You need many of your synapse checked. I thus declare you not qualified to have an adult conversation.

Stay classy pro-CVRF commentators. Stay classy.

Yes, smile while you steal, that way ignorant people may not realize that you are stealing.

To 9:44, it's came not "come", the villagers vs. Korean born/U.S. adoptee deckhand is fact, no joke, it's God, not god, and your synaptic reflexes seem to be adequate, just needing more truth and less self grandising progressiveness.

Nice try at sounding educated, keep studying.

Anonymous said...

Speaking of which, that's self-aggrandizing.

Stealing from Native Americans is such a hallowed tradition in America, why should the CVRF people question its morality? Obviously they don't.

Doling out crumbs to poor people to assure their acquiescence to the overall theft of CDQ program resources is textbook and exactly what one would expect from the McCabe/Crow CBC.

to 7:35. Not sure why 'god' needs capatalization? It may be proper to you but not others. Lets save that for a different blog. My frustration is in the previous comments about suggesting people to move. That is a very narrow minded view and can't honestly be taken seriously. You begin to offer some insight to villagers vs. Korean born/U.S. adoptee deckhand but what does that have to do with Deckboss' 'Millions to spare' post?

Anonymous said...

A sad commentary where the white executives of Coastal Villages throw a few crumbs to the local governments.(and not to the residents)

This $2 million is almost exactly what the top three non-resident white executives pay themselves each year.

The percent of revenues paid for scholarships over the last tens years speaks to this organizations true priorities towards the future of our children.

Pennies for the children, and millions for the non-resident white managers.

These are the facts, as recorded in the books of Coastal Villages

CVRF's timing is perfect for this rags to riches give-away to people living in the poorest region of the state. They are counting on this show of free money generosity to provide the managers with even more free money.

Anonymous said...

Giving $100,000 to "village governing bodies, mainly tribal councils" sounds like a chapter from the EXTREME RACISTS handbook.

We in Alaska can't allow any federal dollar program as lucrative as the CDQs to promote councils that are separatistic in nature from the general population.

Everyone knows that Bernanke, makes up free money everyday, he's in charge of the largest American-owned money printing machine, in the Whole Wide World.

Print it and they will come! The Great Land!

This doesn't make any cents to me other than that it smells and looks like a bribe. Poor people can't afford not to take free money.

What the stakeholders of the CVRF region don't realize is that they are the true owners of the CDQ millions, yet they sit back and accept peanuts from the managers who are becoming millionaires from their free money.

Doesn't make cents to me and that's probably the case for the thousands who are being manipulated with this phony attempt at sharing the wealth.

Anonymous said...

Manipulating impoverished villagers is how the CDQ administrators keep themselves in control of the CDQ cornucopia.

The CDQ program has been very good to a very small band of manipulators and they want to keep it that way.

They take advantage of the fact that the people in the villages are powerless to do anything about it and they don't have to deal with them directly very often because the administrators don't live in the villages.

They are like the government Indian agents of the 19th century who profitted themselves by skimming the programs intended to support Indians living on the reservations.

Sovereign native nations, when foreign aggressors come for your household, how's your military going to protect you? Oh, that's right, you don't have any. Why don't you become regular citizens of the U.S.?

And yes, all that free money is the cause of the drinking, drugging, and high suicide rates. When you don't earn what you have, your self worth is extremely low. The real problem.

Anonymous said...

This 2012 Review of the CDQ program is forcing CVRF to finally give monetary benefits to it's qualifying villages though I'll have to admit the approach to benefit a selected group, i.e. tribal councils, is discriminatory.

Giving to the 'Move Their Fleet to Alaska Fund' would benefit all Alaskans.

Giving to the 'Save The King Salmon Fund' would benefit all Alaskans.

CVRF's message is very clear. Help us get a bigger allocation of that free money from the Bering Sea. Here is the carrot dangling in front of your voiceless faces like puppets controlled by strings.

Perhaps the CDQs should be reviewed every year to keep them working to better the lives of the people in Western Alaska all the time.

Anonymous said...

I don't agree with CVRF tactics, but the Native bashing is frankly disgusting.

The commenter who suggests that this "free money" is the problem must not know history very well.

Tell me what happens when people have been subject to oppression, genocide, forced assimilation and their culture all but destroyed? That's correct, social issues...

There are some serious underlying issues here that the CDQ Program can help solve. If the program is used to provide these residents with a means to provide for themselves then good things can happen. $2 million in charity will not help accomplish this though - its throwing money simply at the symptoms.

Also the CDQ Program is not a Native program. It is a resident program.

What's the matter with a Native Joke?

A Briton, a Frenchman and a Russian are viewing a painting of Adam and Eve frolicking in the Garden of Eden. "Look at their reserve, their calm," muses the Brit. "They must be British." "Nonsense," the Frenchman disagrees. "They're naked, and so beautiful. Clearly, they are French." "No way! They have no clothes and no shelter," the Russian points out, "They have only an apple to eat, and they are being told they live in a paradise. Obviously, they are Russian."

In a poor zoo of India , a lion was frustrated as he was offered not more than 1 kg meat a day.

The lion thought its prayers were answered when oneUS Zoo Manager visited the zoo and requested the zoo management to shift the lion to the US Zoo.

The lion was so happy and started thinking of a central A/c environment, a goat or two every day and a USGreen Card also. On its first day after arrival, the lion was offered a big bag, sealed very nicely for breakfast.

The lion opened it quickly but was shocked to see that it contained few bananas. Then the lion thought that may be they cared too much for him as they were worried about his stomach as he had recently shifted from India .

The next day the same thing happened. On the third day again the same food bag of bananas was delivered.

The lion was so furious, it stopped the delivery boy and blasted at him, 'Don't you know I am the lion...king of the Jungle..., what's wrong with your management?, what nonsense is this?, why are you delivering bananas to me?'

The delivery boy politely said, 'Sir, I know you are the king of the jungle but .. Did you know that you have been brought here on a monkey's visa !!!!!'

The Native Bashing?

The Bureau of Caucasian Affairs

United Native Americans (UNA) are proud to announce that it has bought the state of California from the Caucasians and is throwing it open to Native settlement. UNA bought California from three winos found wandering in San Francisco. UNA determined that the winos were the spokesmen for the Caucasians people of California. These winos promptly signed the treaty, which was written in Sioux, and sold California for three cases of wine, one bottle of gin, and four cases of beer.
Lehman L. Brightman, the Commissioner of Caucasians Affairs, has announced the following new policies: The Indians hereby give the Caucasians four large reservations of ten acres each at the following locations: Death Valley, The Utah Salt Flats, The Badlands of South Dakota,
and the Yukon in Alaska. These reservations shall belong to the Caucasians "for as long as the sun shines or the grass grows" (or until the Indians want it back.)
All land on the reservations, of course, will be held in trust for the Caucasians by the Bureau of Caucasian Affairs, and any Caucasians who wants to use his land in any way must secure permission from Commissioner Brightman.
Of course, Caucasians will be allowed to sell trades and handicrafts at stands by the highway. Each Caucasian will be provided annually with one blanket, one pair of tennis shoes, a supply of Spam, and a copy of The Life of Crazy Horse.
If you are competent enough, you will be able to be a BCA reservation superintendent. Applicants must have less than one year of education, must not speak English, must have an authoritarian personality, proof of dishonesty, and a certificate of incompetence. No Caucasians need apply.
Commissioner Brightman also announced the founding of four boarding schools, to which Caucasians youngsters will be sent at the age of six (6). "We want to take those kids far away from the backward culture of their parents," he said. The schools will be located on Alcatraz Island; the Florida Everglades; Point Barrow, Alaska; and Hong Kong. All courses will be taught in Indian languages, and there will be demerits for anyone caught speaking English. All students arriving at the school will immediately be given IQ tests to determine their understanding of Indian Language and hunting skills.
Hospitals will be established for the reservations as follows:
Caucasians at Death Valley may go to the Bangor, Maine Hospital; those at the Utah Salt Flats may go to Juneau, Alaska Hospital; those at the Yukon may go to the Miami Beach Hospital; and those at the Badlands may go to the Hospital in Honolulu, Hawaii. Each hospital will have a staff of two part-time doctors and a part-time chiropractor who have all passed first aid tests. And each hospital will be equipped with a scalpel, a jack knife, a saw, a modern tourniquet, and a large bottle of aspirin.
In honor of the whites, many cities, street cars, and products will be given traditional Caucasian names.

Unless you want to go back to bows and arrows and seal skin kayaks like we did back in the day, you are going to need some money to spend on gas, rifles, bullets, boats, motors, rubber boots, grub, tents, lighters, kettles, bowls, spoons, knives, forks, binoculars, sleeping bags, airbeds, duffle bags, tissue paper, soap, nets, buoys, oars, dental floss, tooth paste, eye contacts, glasses, knives.

It costs money these days since we live in a blended subsistence and commercial lifestyle. In many villages, the only real income earned by hundreds or thousands is from commercial fishing.

Yes I am proud to be native but I have to be realistic. Many of our elders knew that hunting and trapping were not going to let us meet out long-term sustainable needs.

Anonymous said...

Did anyone notice that the $2 mill is more than what APICDA spent on community programs in 2011? APICDA does not have a lot of people to spend their money on except maybe for Larry Cotter who lives in Juneau and earns more than a $1,000 per resident each year.

Anonymous said...

Truth is :

You wouldn't DARE publish all the benefits you recieve as "natives" vs. non-native (gotta love that, it's as though saying, the best vs. the rest, not just caucasians). The list is so long and insulting.

There was not any semblance of a nation, just scattered villages of nomadic settlements.

There would not have been any economic development at the rate those villages were slogging along at. Be real, no oil, mining, offshore fishing, not even the nearshore commercial fisheries. Repeat, not even the commercial salmon industry that some claim should be "locals" only. Did that industry get developed by "locals"?

There would not be any modern conveniences: reliable housing, safe foodstocks, various transportation opportunities, indoor plumbing, heating...etc.

Anyways, I'll stop here before it gets too long. Just wanted to point out that what is going on is not "native bashing", but just the opposite: NON-NATIVE BASHING commited by natives that have lost their true spirit of the greatland and have been poisoned by the evils of the love of money and pure and simple want more and more to be handed over to them without earning it.

WE have lived on this land for over a 1,000 years.

First some place called Washington DC took our furs, and forced us to clean the furs for the white people who took our furs.

Then they took our gold.

Then the took our oil.

Then they took most of our fish.

Someplace called Washington DC took all this from us.

Finally after all these years we get 10% of the Bering Sea fishing licenses, and we get white people managing them at these enormous salaries, because they know Washington DC.

Now some want to take this 10% away. (maybe some white managers are stealing it away legally with their salaries)

You wonder why were are so poor, you would be too, if Washington DC looked at your local resources and gave them to the powerful people.

They get rich, and we stay poor, and some blame us for this.

If politicians in Washington DC really cared about our fate, they would give us 100% of our local resources, then we would be rich and have power.

It is hard to listen to those who were given these fishing licenses, promoting racial stereotyping, when the simple fact is that if we got the fishing license, we would be rich and they would be poor.

If we got 100% of the fishing licenses for our CDQ, we would own banks and lend money to people who live in Washington DC.

The licenses are the most important thing.

This native, non-native issue is so old and tiresome. The board hires the best they believe can take care of their operations while bringing jobs to their region. Think of why CDQs were created in the first place. Bring jobs to the poor regions. All groups are capable of bringing jobs and CVRF is more capable because they have ownership.

Hey it's better than the alternative. William Seward was criticized for buying Alaska from Russia. We could have been Russians.

Anonymous said...

The real story is APICDA's dividend program that they have. $12 million in reserves according to their 2011 annual report. They have so much money that they can't decide what to do with it. Sitting on cash is what it's called.

Anonymous said...

Study history and look closely at the conquered people of any country that had native people on it. Those that kept the victim attitude remained victims for a long time. Now we have people crying victim with an entitlement attitude. Those two attitudes combined doesn't help anyone group. In fact it puts Racism in the forefront and that is destructive in any society.

Hopefully the CDQ 2012 Review will result in a better program with oversight and accountability and in the end it will be a fair and just program for all Alaskans.

Anonymous said...

Victims, entitlement, greed and jealousy. All noted in blog entries. No wonder it has become a problem.

Congress can fix it. Stop the flow of money into the six present CDQs. Let them operate with what they have accumulated in the 20 years of the program. Take that 10% and put it into a government based economic development program with real honest people at the helm and start giving out real grants for proposals with merit that would benefit all Americans. That's the American thing to do.
It'll eliminate the racial discrimination path that this program has been steered into without oversight from the State and Federal Governments.

Anonymous said...

Maybe Congress should take all the licenses and give them to the coastal communities that have no other resources to survive upon.

I will bet that many Americans would agree with this.

We don't have to go back in history any further than 20 years to find this injustice.

Alaska should have gotten 90% of the fishing licenses, not the other way around.
