CFEC fee setting is pro forma. The commissioners can “schedule review” of potential changes in certain fisheries, but the truth is, their authority to meddle with changes is limited by statute and regulation.
On the other hand, if they exceed their authority and arbitrarily lower fees, who is going to be mad enough about that to successfully sue them? Also, it gives the under-worked commissioners something to do and something to harp on, when scrutinized by the legislature next session.
