What a bunch of hogwash! Close or limit sport fishing on mixed stock hatchery kings, prohibit resident guides from keeping any for personal use and still allow no observers on pelagic trawl in PWS and "home packs" of as many kings as every commercial fisherman wants to keep?
Commercial fishermen get big fines for "home packs." Can't even feed yourself or your crew with a fish on the boat.
