IFQ transfer denial

The National Marine Fisheries Service is denying a COVID-related request for another season of halibut and sablefish IFQ transfer relief.

    They should have added "trawler" to the title of the emergency request, it would have been approved.

    No reason to extend it for another year. The comment about trawlers by 4/4/22 is ridiculous.
