Calling all halibut proposals

The International Pacific Halibut Commission is accepting proposals for the 2014 season.

As you can see, quite a few Western Alaska residents really, really want an increase in the Area 4E catch limit.

The current system is angled towards helping "the poor Aleuts" who are now making a couple hundred thousand dollars a year each because of the current allocations. The bulk of the CDQ population is getting cheated and are now learning about the injustices. Keep it up Western AK.

Does 4E have the resource to justify an increased catch? If so go for it but all the comments I've seen, and I may have missed some are about the need for more income in the surrounding area.

IPHC is supposed to mange the resource. Social engineering is left to congress and the NPFMC.

The first commenter has the IPHC confused with the CDQ program.
