A human, or a camera?

The National Marine Fisheries Service is offering vessel owners a chance to avoid having to carry a fishery observer in 2014.

The agency plans to exempt up to 14 boats that agree to take part in a pilot project to test electronic monitoring systems.

hmm...here in the northeast we have vessels with the EM system, but they still have to carry observers....

Deckboss has not even scratched the surface. NOAA has a discussion paper on its development of electronic monitoring policy out for comment until the end of this month. Don't you think this might be something Deckboss readers would care about? Deckboss is losing his fisheries relevance.
