The trawler's lobby apparatus has been able to deflect blame and delay any consequential action to great effect. The newest example, cod pot crab bycatch issue seems to be the center of attention. Any issue addressing low stock taken up by NPFMC besides trawl bycatch (including unaccounted bycatch) or overfishing by the direct fisheries is a ploy.
