The simple fact of the matter is that as the CDQ program stands now, That is not happening. As has been repeatedly pointed out here too much of the pie goes to admin (bureaucracy). Getting paid to be on a board of directors is not a real job. One could merely hire a good broker to manage quota, a good lobbyist to do the BJ's, throw in a lawyer or two then divvy up the proceeds to every resident. That would do REAL economic good, a-la the PDF.
