Who was the victim in this situation?
Intriguing as there’s no mention of Magnuson within the court proceedings… as none of this “caused injury to the resource”.
I’m a bit perplexed however… what was the defendant’s incentives for going through all of this rigamarole?
I'm pretty sure the incentive was just trying to be as efficient as possible. Saves time, fuel , wear and tear on equipment. There should be exceptions for common sense.
The IFQ needs to be revisited and made more efficient. The resources has been driven into the ground by poor management, and costs to catch quota is through the roof.
It sounds a little cheaper to just play by the rules.
The hypocrisy in this news release is disgusting.
NMFS documents show that nearly half of the halibut harvest in Area 3A is taken on vessels where the IFQ owner was not onboard (hired masters, med transfers, estates, etc). But when these guys essentially do the same thing, they are held up as arch criminals and stripped of their livelihood.
These guys made their own rules and we are not allowed to do that. There are plenty of ways to get out of being on board and getting your quota caught. This is not one of them and they should be punished for making shit up as they go.
