Terrible timing for the trawl fleet, happening right before a council meeting.

I wonder how many times this has happened when there is no observer.
GOA catcher trawlers are only observed 32% of the time. It would be naive to think all the bycatch from the remaining 68% of the trips is accurate.
Just about all Gulf pollock trawlers are electronically monitored, and those cameras don't miss a thing.
They only miss what they are not allowed to see.
