The National Marine Fisheries Service has released this draft plan for how the agency intends to assign fishery observers to vessels taking part in Alaska's groundfish and halibut fisheries during 2015.
Deckboss can't be sure, but he believes NMFS is proposing some significant adjustments. Check out the executive summary near the top of the plan.

When do the charter guys get observers?
More wasted funds only to be used against the little guy. SE gillnet observers were nothing short of aggravation and harassment. Leave us alone and stay the hell out of the way!!!
The underlying reason for observers is ENFORCMENT.
The warnings and tickets have gone through the roof and they are from observes reports.
What is there REAL PURPOSE?
The edge is only so long and they have covered it well in the last few years.
Charter guys get observers every day they are on the water. 6 or more customers, more often than not total strangers, with cameras, iPhones, gopro's etc.
Customers on a charter boat are not comparable to observers on a commercial boat. Customers don't enforce laws. More often than not sportys will break the law to improve their customers experience. Such as letting their customers keep under size halibut. Just go to any cleaning station at the top of the dock in SE Alaska and you can see for yourself.

spoke like a true charter fisherman. Do you think anyone believes your clients would turn you in for releasing a dead halibut in order to get a better fish for them or filleting a few fish under the table. Gotta get your tips right!!!!

a fucking 3 day pot cod trip now is going to turn into a fucking nightmare. there is about 10% left over after a 30 cent per pound cod trip.
