Coastal Villages Region Fund is having a fine year, with revenue from its Bering Sea fishing operations projected to reach almost $100 million.
That's better than expected, so the Anchorage-based company plans to break off a $2 million bonus for its 20 member villages in Western Alaska.
The money will go to village governing bodies, mainly tribal councils.
Each village can use its share of the $2 million for purposes such as supplying the needy with heating oil, providing services to elders, paying for public safety, or repairing and marking trails, Coastal says.
You might already know that Coastal is the biggest of Alaska's six Community Development Quota companies in terms of revenue.
But nevermind that!
Coastal now reckons it is "the largest Alaskan-owned seafood company in history."

I am betting that it would have been more for the villages if the CDQ fish allocations were based on population. These villages are facing challenging times and they need jobs. I support CVRF's push for fair allocations based on people because CVRF is the only one taking charge with their own pollock, crab, and cod boats while the rest sit back and relax while others do the work for them (the others being from Seattle and beyond). CVRF is providing jobs to many of their residents and Alaskans.
Bravo to CVRF for putting money into their villages. You will put more in once you get the allocations fixed.
Fix the CDQ allocations now so that all residents get an equal share of fish.

This $2 million is almost exactly what the top three non-resident white executives pay themselves each year.
The percent of revenues paid for scholarships over the last tens years speaks to this organizations true priorities towards the future of our children.

What the stakeholders of the CVRF region don't realize is that they are the true owners of the CDQ millions, yet they sit back and accept peanuts from the managers who are becoming millionaires from their free money.

The CDQ program has been very good to a very small band of manipulators and they want to keep it that way.
They take advantage of the fact that the people in the villages are powerless to do anything about it and they don't have to deal with them directly very often because the administrators don't live in the villages.

This 2012 Review of the CDQ program is forcing CVRF to finally give monetary benefits to it's qualifying villages though I'll have to admit the approach to benefit a selected group, i.e. tribal councils, is discriminatory.
Giving to the 'Move Their Fleet to Alaska Fund' would benefit all Alaskans.
Giving to the 'Save The King Salmon Fund' would benefit all Alaskans.

There are some serious underlying issues here that the CDQ Program can help solve. If the program is used to provide these residents with a means to provide for themselves then good things can happen. $2 million in charity will not help accomplish this though - its throwing money simply at the symptoms.
Also the CDQ Program is not a Native program. It is a resident program.

We are all fair. The fish should be given to all of us equally. I support CVRF since they are the main economic engine for our region and they help us a lot but they could be doing a lot more. Our children will need jobs when they grow up and CVRF can do that.

It costs money these days since we live in a blended subsistence and commercial lifestyle. In many villages, the only real income earned by hundreds or thousands is from commercial fishing.
Yes I am proud to be native but I have to be realistic. Many of our elders knew that hunting and trapping were not going to let us meet out long-term sustainable needs.
Did anyone notice that the $2 mill is more than what APICDA spent on community programs in 2011? APICDA does not have a lot of people to spend their money on except maybe for Larry Cotter who lives in Juneau and earns more than a $1,000 per resident each year.
Truth is :
You wouldn't DARE publish all the benefits you recieve as "natives" vs. non-native (gotta love that, it's as though saying, the best vs. the rest, not just caucasians). The list is so long and insulting.
There was not any semblance of a nation, just scattered villages of nomadic settlements.
There would not have been any economic development at the rate those villages were slogging along at. Be real, no oil, mining, offshore fishing, not even the nearshore commercial fisheries. Repeat, not even the commercial salmon industry that some claim should be "locals" only. Did that industry get developed by "locals"?
There would not be any modern conveniences: reliable housing, safe foodstocks, various transportation opportunities, indoor plumbing, heating...etc.
Anyways, I'll stop here before it gets too long. Just wanted to point out that what is going on is not "native bashing", but just the opposite: NON-NATIVE BASHING commited by natives that have lost their true spirit of the greatland and have been poisoned by the evils of the love of money and pure and simple want more and more to be handed over to them without earning it.

First some place called Washington DC took our furs, and forced us to clean the furs for the white people who took our furs.
Then they took our gold.
Then the took our oil.
Then they took most of our fish.
Someplace called Washington DC took all this from us.
Finally after all these years we get 10% of the Bering Sea fishing licenses, and we get white people managing them at these enormous salaries, because they know Washington DC.
Now some want to take this 10% away. (maybe some white managers are stealing it away legally with their salaries)
You wonder why were are so poor, you would be too, if Washington DC looked at your local resources and gave them to the powerful people.
They get rich, and we stay poor, and some blame us for this.
If politicians in Washington DC really cared about our fate, they would give us 100% of our local resources, then we would be rich and have power.
It is hard to listen to those who were given these fishing licenses, promoting racial stereotyping, when the simple fact is that if we got the fishing license, we would be rich and they would be poor.
If we got 100% of the fishing licenses for our CDQ, we would own banks and lend money to people who live in Washington DC.
The licenses are the most important thing.
This native, non-native issue is so old and tiresome. The board hires the best they believe can take care of their operations while bringing jobs to their region. Think of why CDQs were created in the first place. Bring jobs to the poor regions. All groups are capable of bringing jobs and CVRF is more capable because they have ownership.
Hey it's better than the alternative. William Seward was criticized for buying Alaska from Russia. We could have been Russians.
The real story is APICDA's dividend program that they have. $12 million in reserves according to their 2011 annual report. They have so much money that they can't decide what to do with it. Sitting on cash is what it's called.
Study history and look closely at the conquered people of any country that had native people on it. Those that kept the victim attitude remained victims for a long time. Now we have people crying victim with an entitlement attitude. Those two attitudes combined doesn't help anyone group. In fact it puts Racism in the forefront and that is destructive in any society.
Hopefully the CDQ 2012 Review will result in a better program with oversight and accountability and in the end it will be a fair and just program for all Alaskans.

Congress can fix it. Stop the flow of money into the six present CDQs. Let them operate with what they have accumulated in the 20 years of the program. Take that 10% and put it into a government based economic development program with real honest people at the helm and start giving out real grants for proposals with merit that would benefit all Americans. That's the American thing to do.
It'll eliminate the racial discrimination path that this program has been steered into without oversight from the State and Federal Governments.
Maybe Congress should take all the licenses and give them to the coastal communities that have no other resources to survive upon.
I will bet that many Americans would agree with this.
We don't have to go back in history any further than 20 years to find this injustice.
Alaska should have gotten 90% of the fishing licenses, not the other way around.
